New Delhi: The central government has set up multiple working groups, with industrialists as key members, to address specific issues in key manufacturing segments and monitor production-linked incentive (PLI) schemes. The segments include air conditioners, furniture, leather and footwear, auto components, electric vehicle (EV) components and integrated circuits, televisions, toys, sporting goods & gym equipment, and bicycles & E-cycles.

The Steering Committee for Advancing Local Value-add and Exports (SCALE) facilitated the creation of the working groups to address the specific issues in the focus segments. SCALE was constituted under the Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry.

SCALE is a lighthouse example for a stakeholder-driven public policy regime and its notable members are brand ambassadors of the India growth story, official sources told Bizz Buzz. Each working group comprises at least six private organizations’ representatives from one manufacturing segment apart from representatives from the line ministries and departments.

Among other things, SCALE will also undertake overall monitoring and research & analysis related to the PLI schemes, including evaluation and impact assessment of these schemes.

This is in line with the government’s efforts to galvanize manufacturing, the sources said, adding that a Chintan Shivir (Brainstorming Camp) was organized for the purpose in December last year. It witnessed an active participation of industry leaders and knowledge partners from focus sectors along with government officials. The deliberations centered on the current scenario and the challenges various manufacturing segments face.

The DPIIT has also decided to engage a consulting agency to assist and support it in the effective functioning of the SCALE Research Analysis, Program Implementation, and Data Intelligence Unit (SCALE RAPiD Unit)). The agency will support overall programme management through a structured, data-driven, and outcome-oriented approach.

It will assess and implement the recommendations of SCALE across the focus sectors and undertake proactive measures for growing India’s manufacturing base through active coordination with the stakeholders, the sources said.

The consulting agency will also support in scaling up the initiatives undertaken towards boosting local-value addition and exports across the growing ambit of focus sectors under SCALE.
